This is an implementation property and the implementation can not be moved 
to the paragraph level.

The problem here is that we have a class that displays all character 
properties and another class that displays paragraphh wide properties.  
These classes are re-used in various dialogs and at least one of these 
dialogs can not edit a character-based setting since it has no access to 
that datastructure.

So this is not really open for debate.
