I'm not sure that is needed; fundamental changes in the UI are not needed. Yes 
you want to change some fundamental ways of handling some tools, but that 
does not mean a new design. Certainly not from base 0.
Its _always_ better to increase usability incremental then to start from 
scratch.
Not that that is going to be easier then starting from scratch, though :}
