It is the current behaviour of OO's installer. (It has the advantage of not 
forcing the user to be root.)

So if KDE does not provide the mime types, OO will not be able to drop that 
behaviour in future versions. That is why I have changed this bug to 
RESOLVED/WONTFIX.

If you do not like OO's answer, it would be better if you would comment in 
OO's Issuezilla. (Go to http://openoffice.org , register, login in, go to 
issue 20217, comment.)
