filters are still built is another problem.) 
 
So please can you give the output of 
  xml2-config --libs 
  xml2-config --cflags 
and the same for xslt-config 
 
Are the headers and libraries really in those directories? 
 
Then please attach the revelant part of the output of configure and of 
config.log (everything about libxml2 and libxslt .)
