The problem is that it is not purely translation. 
 
Top or bottom of letters are different for example. (Destination address at 
the left in Germany but at the right in France.) 
 
Or take the current envelope templates in KWord. What are the four squares at 
the bottom right. I suppose that they have a meaning in at least one country 
but what meaning? Also there is currently no American envelope format in 
KWord. 
 
And so on... 
 
I think the first step would be that template could be saved and loaded 
outside the KOffice application template directory. So it would be easier for 
I18N teams to make locale-related templates.
