A good way to find solution is to expose the problem to 
other
persons :-)

To obtain fair values it's necessary to write discount 
rate in the 
"correct" way

TBILLPRICE("8/8/96";"11/7/96";5.08) returns a negative 
price
TBILLPRICE("8/8/96";"11/7/96";5.08%) returns error
TBILLPRICE("8/8/96";"11/7/96";0.0508) returns right result 
:-))

At this point, i'd suggest to modify messages to explain 
the 
non trivial way the use has to enter the discount rate.

It'd be fine to allow writing discount rate in the form 
"5.08%"

The current example is ever more "unrealistic": it's based 
on
a 20000% discount rate  :-0
