Yes.

They don't really interact (other than by the "text runaround" settings).

The main text frameset, the headers, footers and footnotes are auto-layouted,
the other frames are not (well, but there are settings for those, such as
auto-resize-down, and auto-create-frame-on-new-page, in case of text overflow).
