One of the main problems with trying to do "page layout" things on top of the usual "A4 WP" template, is that if you leave no room in the main frame at all, the default empty paragraph that's in there, will try to position itself where it can - and will create a new page for that. One could say "then we should get rid of the 'empty paragraph'", but in fact I don't see how (we need it to be able to type text).... it just seems broken to me to have a page-sized frame _and_ to position other frames on top of it, not using the main frame at all.
