I have managed to do it without touching am_edit

I am just reading the file subdirs (or inst-apps) and make a positive list out 
of it. And then I use DO_NOT_COMPILE as negative list. And the result is what 
filters have to be compiled.

As for Kontour, I have added another way to disable the filter generation. 
However it is contolled form koffile/kontour/configure.in.in
