Yes, that's the difference between numbers and strings.
As a number 0222==222, but as a string it's different.

But did you add it to strings only ?

IMHO the fix is to add a ' when the cell contents is a string,
and not when it's a number, or a formula, etc.
Since Excel has the same behaviour (0222==222 unless you
put a ' in front of it), I'm sure it can tell whether a cell is a number
or a string/formula.
