After doing another compile of koffice I finally could do some testing again.

I found the bug, and it was me :-(( I had added a table of contents to the 
document and when I looked into the exported file, I checked only the first 
part of it without recognizing, that it was the table of contents only and 
not the other content of the document.
After looking more carefully I found the <h1>'s and <h2>'s. The same is for 
the latex filter, also I don't understand completly, why it doesn't export a 
"\tableofcontents" command.

I am very sorry for the confusion I produced :-(
