For the ole filter? Because, renaming it olefilterswinword97filter would be 
rather curious.

If your question is about the other filters, I do not know if any of those 
import filters have already a (non-CVS) export filter. In this case, the 
developer would probably prefer the explicit loading like for the ASCII 
filters (if the import filter and the export filter would be in the same 
directory.)
