ClarisWorks has one implementation of frames _and_ floating frames.
It's a small office suite, popular in Mac word, easy to use.
Here how they manage the concept:
1) You have a toolbar with 2 mode of use (Pointer or Text) like (Edit Frame
and Edit Text)
2) And you have a list of objects (text, table, bitmap picture and vectorial
picture)
When you insert an object, it is draw in frames _or_ floating depending
on the current mode you have selected (Pointer or Text)
Inconvenience : If you forget to choose the mode before inserting the object,
it's impossible to change the state of the object (like frame/floating in
kword).
