I'm running gs 5.50. KGhostView cannot process this file, but regular 
ghostview gives me that message:

    **** The PDF input file uses encryption and cannot be processed.
    **** Please get and install the patch available from
    ****     http://www.ozemail.com.au/~geoffk/pdfencrypt/pdf_sec.ps

You may try to follow this instruction 
read: http://www.ozemail.com.au/~geoffk/pdfencrypt/
after changes described at the webpage all works - Your pdf is readable.

BTW: I remind You that koffice list is for koffice apps, 
and kghostview doesn't belongs to them.
