The CC's are wasted screen estate, I would vote against that.

The way I think things should be done is the kpresenter way. Why?

- The rulers show only what is displayed. So no mistakes can happen
  there.
- The scrollbars use the rest of the space. So maximum screen
  realestate usage is accomplished.

I would go for:
