The Settings menu is about global settings. Those that are true for
whichever directory you are in.
The View menu is about View-Properties, and since yesterday,
you can save "use index.html" in a given directory (say, because
you want that one to appear when you go there) but not in others
(because you want to manage your own web site because getting
bothered by your own index.html page!).

For that reason, I think it should remain in the View menu...

This would be a good idea, especially for per-directory setting,
if you want that the default page in a given dir isn't named
index.html. So this other property would have to be possibly
directory-specific too. And then how do we name the menu item ?
I found "Use HTML" _very_ confusing since "Hey, I want to browse
the web so I have to check use HTML ?"...
