I would definately add the docbook file up on the CVS.

I would probably not add the HTML files, until you contact the author and see
if he is willing to connect the help command to the HTML files yet.  If he
isn't, then many people will be downloading help files, but they will not be
able to view them (unless they hunt around alot with a browser).

It would probably be easier to just send the docbook file to either Jost or
myself, we could generate the same HTML files, and upload those to the CVS, but
it probably doesn't matter either way.

Do you have many graphical elements which also need to be added? 

Sounds like it is starting to come together.    :)
