Since I'm (slowly) working on a filter that would require some sort of
user dialog to actually be useful to users I'd like to interject here,
that this is certainly something that is needed.  

Um my personal preference is to make filters kinda like kscreensaver
objects, independant programs that can be dropped in that follow a
particular API.  As to were the configuration dialog should be displayed I
agree that floating windows are a bad idea, but would think that simply
growing the file dialog panel outwards would be the way to do this.  Ie.
when a filter requests that it be able to display a configuration dialog a
panel be added to the filedialog somewhere to the right of everything else
going on, and then when its not needed it should disappear.  Anyways just
my thoughts on placements, but this certainly needs to happen and if there
were a uniform set of support objects for this I would even be happier.
