CUTE.h should be in kdelibs/corba/cuteidl/sti/
If you don't have such a directory, your kdelibs is too old...
If you have it, then it might be a missing -I option...

(For a quick fix, copy CUTE.h and cutesti.h to $KDEDIR/include)
