Try to run "autoconf" at hand, from command line.
Otherwise the configure script isn't re-generated and it still thinks you
have 2.13.

If it's not enough, try to remove all generated files at toplevel directory 
(the list is in .cvsignore for instance), then run Makefile.cvs again.
The dependencies in the Makefiles can't handle the fact that autoconf has
been upgraded :)
