OK.  You asked for it :).

Basically it should be a Word processor interface.  Definitely KOffice
rather than just KDE because corba makes plugging relatively 
easy to write.

Why plugging ?  Because you can do almost anything in HTML and no
one individual or even small group can reasonably expect to 
automate all of it.  So things like an image chopped into segments 
( but appearing whole ) where each segment links to another page
would be a plugin by itself.  This way each of the details can be 
done by a specialist 

Now to the overall design of the central program itself.  There
are apps that already handle some aspects of this job OK.  There
is Webmaker which dose a good job of adding tags to text on the
fly.  KFM is OK for displaying finished HTML.  

What is needed is that middle ground where you are editing a live 
page.  You change the size of text on screen by selecting it and 
clicking an icon forinstance.  These 3 pieces should plug together
for a complete interface.
