It's --enable-new-stuff.

Run make install from there, it will install the necessary files

Is it kdesupport from KDE 1.1 (or 1.1preX) ? Upgrade if it is from 1.0 ...

You might also consider using cvsup (http://www.kde.org/cvsup.html) in
order to get more recent stuff.
