Sure, KOffice can be used as 'offline' editor for GoogleApps users, as long as 
the file format is well supported in KOffice (Open Document Text/Spreadsheet, 
rtf, html, csv, etc). The latest stable release of KOffice is able to 
import/export to those formats.
As for *.doc and *.xls, the import filters are there, but not as good as 
OpenOffice.org's filters.
