It's a bug. But it's not absolutely impossible to edit denominator. The 
problem is that object border makes difficult to click on denominator. As an 
ugly workaround until I fix it you can do the following:

1) Write something before the fraction, so that the fraction is not the first 
element.
2) Insert fraction
3) Click on frame border and make it bigger
4) Click on denominator

I expect this will be fixed for next release.
