Definately.  the Document Information dialog is exactly the right place for \
licensing and other metadata.  The save dialog does not sound like an \
appropriate place fro this information.  

Further to what Alex said, the Creative Commons people are hoping to \
encourage applications to make it easier to mark documents with Creative \
Commons licensing so it would be very useful to have them included in the \
preset Licenses.  

In particular I think Karbon and Krita would benefit since XMP and metadata \
is getting heavy use in graphics applications.  

Reset priority to Normal, metadata is increasingly important even if the \
semantic web hasn't been as succesful as people might have hoped.  Maybe \
presenting the document properties and metadata in terms of "tagging" would \
help? ____________________________________
