Hello,
As configure --help told you, try to add --with-pqxxincdir=.... to your 
configure command.

pqxx-config --prefix will tell you what the prefix is for your pqxx headers.

Since the pqxx headers are usually in /usr/include/pqxx/, "#include 
<pqxx/all.h>" should work because your should have /usr/include on your 
default includedirs list.
