1. Something weird, as:

these dirs are used when looking for libpq.so:
/usr/lib /usr/local/lib /usr/local/pgsql/lib /opt/postgres/lib

these dirs are used when looking for libpqxx.so:
/usr/lib /usr/local/lib /usr/local/pqxx/lib

You may want to look at config.log file; e.g. I've got this output:

taking that
