Thinking further... if someone has time and wants to start porting the filter 
to OASIS, it is not a bad time either.

A new Kword Export Filter Library needs to be done from the OOWriter to KWord 
1.3 filter (by spliting). Probably an intermediate library is needed for 
compatibility to the old libexport, with the goal to change the filters so 
that this intermediate library becomes superfluous.

Personally I have not any time for it now, as the KWord 1.3 import filter is a 
priority, to avoid to have to port to Qt4 some old codes (like the so called 
"text images" of KWord 0.8.) Also I would like to find time to make the 
multi-page table code for KWord 1.3.
