It was needed in the past, as ./configure could not find it itself. Now it is
perhaps less true, unless $QTDIR, $KDEDIR or $KDEDIRS are defined (which is
distribution-dependent.)

Well, the answer is somewhat similar than before. :-)
If you would want to type "kword" in a Konsole, you need the path. if you
always click nicely in one of the menus, you do not need it (as KDE can find
the necessary library itself.)

KPresenter only needs arts. But if arts needs the other libraries, KPresenter
needs to link to those libraries too.
