In KWord I much rather have but-ugly scaling pictures that are on screen in no-time then a nice looking slow image.
In KPresenter (for example) this assumption is totally wrong.
Which application do you have problems with?

Your suggestion to save a scaled image is not very nice since scaling an image down and then up means you lost a lot of information.  I'd rather have it be a bit slow as it loosing quality for ever.
