No, KOffice 1,3 compiles on KDE 3.1 too. (The KDE 3.2 only is for KOffice CVS 
HEAD, not KOffice 1.3.)

No there is not any. I have not any idea if it is portable back to KOffice 
1.2. (As first impression I would say probably not.)
