I have the same problem with Debian SID, KDE-CVS Debs and XFree-4.3
from experimental. In my case, the '<' and '>' do not work at all,
e.g. I also cannot use them in xemacs. So this problem might be
related to XFree-4.3

With Debian SID, XFree-4.2 from unstable and KDE from unstable,
everything works fine here.
