I am not a KSpread developer but the case seems to be unfortunately clear.
Phillip Müller has written that the bug cannot be fixed out of the hand. So I 
suppose that it wiil not be in KOffice 1.3.

Yes, this is a major bug (not critical, as it does not threaten security.) 
However unfortunately it is not the only major bug currently in KOffice (even 
if not marked as such in KDE Bugs.)

I am sorry to write that. However missing manpower cannot be replaced by 
anything.
