The # is the place holder for the footnote. (It is not that I find it useful 
that it shows here.)

A non-inlined picture is bound to where it is on the page, not to the text. 
(That is why inlined pictures exist.)

No, footnotes are supposed to work in WP mode too, not only in the DTP mode.
