Sorry, I should have provided more details.
Well, that's the problem. Make -f Makefile.cvs fails with
grep: Makefile.am: Datei oder Verzeichnis nicht gefunden
!!! If you get recursion errors from autoconf, it is advisable to 
set the
    environment variable M4 to something including 
"--nesting-limit=500"

make[2]: Makefile.am: Datei oder Verzeichnis nicht gefunden
make[2]: *** Keine Regel, um »Makefile.am« zu erstellen.  Schluss.
*** Creating configure.in
make[2]: Makefile.am: Datei oder Verzeichnis nicht gefunden
make[2]: *** Keine Regel, um »Makefile.am« zu erstellen.  Schluss.
make[1]: *** [cvs] Fehler 2
make: *** [all] Fehler 2

The same is true when I try make -f admin/Makefile.common cvs. 
admin is a symlink to kde-common/admin.
