Do you mean KWord?
KWrite is the plain text editor (probably the one you're talking about).

No, KWord doesn't have support for that.
Use http://bugs.kde.org to submit a wishlist item for kword
(please describe a bit how it should work exactly, I never used
vertical pasting - I suppose this is about block selection?)
