The Alt key ??
I tested entering Hebrew (using kxkb to switch the keyboard layout)
and it seemed to work fine, even without Alt.
("Seemed", because I can't read Hebrew, but it definitely looked like it ;)

What happens when you don't press Alt?
Do you use kxkb ?
