If we can set up mailman to allow subscribers to post without moderation, but 
non-subscribers to need moderation, then I'd be happy to do this.

There's generally only one or two non-subcribers a day (not a large number 
anyway), so it shouldn't take too much time.

And it doesn't matter massively if the post has to wait a few days....
