Here it works correctly. So maybe you should update to KDE 2.2.0.
The only know problem with not fully qualified addresses is that 
addresses with and without domain part can't be mixed in the To: or Cc: 
headers because the addresses without domain part will automatically be 
removed by a library (mimelib) we use. For the next version this 
library will be replaced by something completely different.
