No. kbiff is a mail notification utility. When used with 
pop3 it must poll the pop server to determine whether new 
mail is available. But KMail also polls the mail server 
when interval mail checking is turned on (and a pop server 
is used). Hence an obvious race condition is present, and 
new mail can arrive without kbiff detecting it.

Many users have complained about this.

Furthermore users only want to show an icon if an important 
mail arrives, this could be done using KMail filters. I 
don't see any option in kbiff for determining if an 
important mail is on the server.
