We use Ctrl-T for completion rather than TAB. (You can 
redefine the key bindings using Settings->Configure Key 
Bindings, but TAB could be hard wired to going to the next 
field).

But, if you have entered 'Peter Foobar' in the To field 
before it should be automatically completed. (If you don't 
like automatic completion you can turn it off, 
RMB->Completion).

What keeps me from using Kmail is my lazyness.

So, there may be a person Peter Foobar in my Netscape-Addressbook.

So I choose "New Mail" and i enter in the To:-field:  foo

If Peter is the only Foobar and I press TAB, his address appears.

This in kmail would be nice, but I guess I'm going to switch without it anyway ;-)
