You have introduced a functionality which protects users doing wrong 
things but interfere people doing all right. Should be an easy 
decision;)

Just my 2 cents - I'm not experienced enough to decide such things. 
But I think a NFS mounted homedir is a usual environment in an 
office, so KMail should work with it. Maybe you could make it a 
configurable option?
