Well, if it would encode the blanks =20 this would sound more believeable.
Nevertheless, if there is really a bug, then it is very unlikely, that it is 
still there, since the code, that encodes the headers has been completely 
rewritten in the mean time in order to work also correct for Asian encodings, 
therefore I doubt, that any old bugs are still there. There were indeed some.
You can try KDE 2.1.1.
Without a reproducable example there is anyway not much I can do about that, 
as I never saw that problem.
