It's a dialog and the fact that there is a toolbar at all is already
a concession to a misconcept of the Windows file dialog and the users
are used to it. 
I agree however that rescan should be part of the RMB menu. There
are however only buttons for often used functions to make the use
of the file dialog as efficient as possible, properties are where
they belong.
