Ok, I guess this i a problem of LANG envvar not being set to your locale
(cz_CZ ?). I wrote the "guessing the default" algorithm and it uses
QTextCodec::codecForLocale() function (which uses heuristic around LANG
variable). If you don't have LANG set it returns iso-8859-1.

Please report if that doesn't help. However I will soon commit a patch for
configuration of charset in kmail, so we no longer will need such (wild)
guesses.
