Under the following condition the scroll bar is not created:
1. You should have enough folders under the folder list, so that the scroll bar is neccessary 
    to get to the bottom of the list.
2. double click on 'Mail' - all folders disappear, and with them the scroll bar
3. Create a new folder (Folder->Create...) and press OK.

The folder list was opened after you pressed OK, the new folder was added, but there is
no scroll bar. To recreat the scroll bar, press on the 'folders' button to switch the sort 
direction.

Another, similar problem: If the folder list is open (use only steps 1 and 3 above), and 
the folder created is lexicoraphically after the last folder, then the folder doesn't show
up. If the folder is not bigger than the last folder, than the new folder does show up on the list,
but the last folder is dropped. Again, this can be fixed by clicking on the 'Folders' 
button twice, to re-sort the folders.
