I actually think this is pretty reasonable behavior in KMail's part. It 
detects an error condition (folder being used as destination of a filter rule 
is gone) and works around it (no longer try to filter to this file).

If you want to try to do something about it feel free, (it is annoying when 
you are testing to simulate a new user and stuff), but I really don't 
consider it a bug, so I'm not going to spend time on it.
