No, for me KMail remembers the last sort column selected for each folder. So 
when I start KMail my inbox is sorted by order of arrival.

You are the second person to report this, I don't know why it's working for 
me but not other people.

It's meant to be that way, when it shows "Date (Order of Arrival)" it's 
sorting by order of arrival, when it shows "Date" it's sorting by date.
