One half of this has already been fixed (as of KDE 3.5.6, Kmail 1.9.6, in Kubuntu \
Feisty 7.04). I just made some experiments, and:

1. A message body is now displayed without needing to download the attachments \
(good).

2. However, when replying to a message, its attachments are downloaded before the \
compose window appears (there is that progress dialog indicating "please wait until \
the message has finished downloading") (not good). \
