You have to redefine the diff command (~/.subversion/config; look for 
diff-cmd, uncomment it and set it to the wrapper script) and add a 
wrapper script like the following:

#! /bin/sh
exec /usr/bin/diff -u -b -p "$@"
=====

I can't say anything about the patch because I'm unable to see whether 
you changed anything apart from adding "cmd &&" in the if-statement.
